Your letter of the 12th. September, referemos No. 3655/1916, addressed to the Commissioner of Commerce at Ottowa, has been transferred to this Department for attention. In your letter you state that the 3. 8. "Empress of Russia" which had recently arrived at Hongkong from Vancouver, cwried a quantity of cargo omsigned to

wha firms which are the Black List and other oargo bearing enany marks

but consigned to order.

In reply I beg te state that the Proclamation under the authority of which trading with firms whose names appear in the Statutory Black List is prohibited, does not apply to Canada and, however undesirable it may be that the Canadian Pacific Railway Company should facilitate the trade of firme named in the list in question, in doing so they are not seting in contravention of any Proclamation applicable to Canada.

The matter has, however, been taken up with the officials of the company and it is understood that they will, as far as possible, rafime freight destined to a person or fimm whose name appears in the British Statutory Black List.
